See code already written by George K (kde:scratch/gkiagia/telepathy-debugger.git)

It needs a way to save for attaching for bugs, and some sort of mention about what private information the report may contain.

Suggest merging into a tools directory in common-internals.
App should be in /bin but should not have a menu entry.

Update Wiki documentation to match after merging.
