bug kmail 4.8.1
text attatchments get the worng charset.

the attatchment:

the attatchment in sent email:

Content-Transfer-Encoding: quoted-printable
Content-Type: text/csv; charset="UTF-8"; name="avtalslista-20120523.csv"

so the ISO-8859 attatchemnt is sent as quoted-printable ISO-8859 whit attribute charset="UTF-8".

Steps to Reproduce:
1. Create a text-file in iso-8859-1
2. Attach textfile in email composer
3. Save email as draft
4. view source of email
Actual Results:

Expected Results:
