It would be sometimes helpful to move a layer by simple pressing the arrow buttons.

Additionnal note to complete this request : 
Sure it would be a nice little featurette to move layer with arrow on keyboard but :

1) only in the 'move tool' mode ('Move a layer' tool ) , because on the other mode the arrows helps panning the canvas ( btw, little bug the left and right key are inverted for the moment in master , I will report after commenting this one )
2) the footstep should be 1px , it can appear to be small, but if a user choose to adjust with keyboard, it's because the action require precision. 
3) Shift+arrow can optionnaly move the layer with a bigger footstep , like 5px

This are classic from desktop publishing program, and manipulation of 2D object tool.

Arrow Key Movement Support

All layers, selections, vector objects, path editing vertices, and text objects should be able to be nudged consistently with the arrow keys. One press of the arrow should move the selection 1 pixel in the arrow's direction. While holding shift, the increment should be larger. Photoshop uses 10px, which is a good default, but I would like to see the nudge increment become a user preference in the Tool Options docker. The user would be able to set both [Arrow Key] & [Shift + Arrow Key] increment parameters in this way.

Currently (in 2.9.9) the only objects that respond to the arrow keys are objects on a vector layer that have been selected with the Shape Handling Tool. The default nudge increment seems to be inconsistent. When I was first testing, the nudge increment was 20.38px. Then it switched to 6.94px, then back to 20.38 again for some reason. Being vector objects they should be allowed to move by fractions of a pixel, but the user should have the ability to pixel match their vector art.

This could be accomplished in the Tool Options docker by having 3 iconic states:
- Pixel Match: Snap to the intersection between pixels. (Default)
- Pixel Center: Snap to the center of a pixel.
- Disable Snapping: Allow free movement as user specified increments.
