Reproducible: Always

Steps to Reproduce:
1. On the network tab, select 'global download limit', and limit downstream to a value
2. Download a file
3.
Actual Results:  
File is downloaded with max speed

Expected Results:  
file is downloaded with limited speed

Hey!

This is a known issue, download limits are not yet implemented with KIO. Multiple people have worked on it, but never succeeded.
The global limit should work with bittorrent though.
