Some times it works, sometimes it doesnt. But usually it doesn't work. But if I also have a kickstart widget, it works (sometimes).

For me, it works when plasma widgets are unlocked and doesn't work when plasma widgets are locked. In contrast, the classic menu and newer application launcher both allow drag and drop whether widgets are locked or not.

That is the current design decision - drag and drop works only when plasma widgets are unlocked. Just like you can dnd the widgets only in unlocked state, you can dnd lancelot stuff.
In KDE 4.8.2, if there's no lancelot applet installed on a panel (i.e. opened from a shortcut menu), then drag and drop doesn't work. Once you've installed a lancelot widget on a panel, the drag and drop starts working from both the panel and the shortcut menu. Even if you remove the widget, it works. Strangely, after this seriese of experements, drag and drop works even when widgets are locked.
KDE 4.10.1 -- this stopped working completely.
Lancelot for Plasma 4 is unmaintained.
