By design, we are supposed to be able to copy our configuration files to the /etc/skel, user proprietary information should be in another file. This file contains a list of drives mounted. It is not appropriate to have this information be copied to system default, because it depends on the current system configuration, and user. There is a general bug for this, as it affects many kde programs... I am still supposed to make bugs for specific instances.
This sounds like a bug with KConfig itself, not with each application.
