KDE 4.8.1, but observed since many versions (at least 4.7):

Control panel, autohide, »glued« to left rim of screen. If any program window, which is _not_ fullscreen, is placed on the left rim of screen, the control panel moves to the right outside border of the said window.

This behaviour does not depend on openSuse, it has been reported here:

by people who use fedora and kubuntu

Reproducible: Always

Steps to Reproduce:
1. run a program, move the window to the side of the screen, where the control panel resides.
2.

Actual Results:  
Control panel appears on the other side of this program window

Expected Results:  
control panel should have stayed

2. at its place
