None of these offered updates are actually available. Note the version number.

Apper always has at least several packages to update that aren't even installed. When performing the update, an error message says "can't find package ...". 
Because then there continually are packages to update, which is shown in the panel, the whole program is of little benefit (I don't need it to update packages, and it doesn't tell me when there are updates available).

Thanks for your bug report,
the bug actually lies on you distro backend, since apper just present the package it provides.
Fill a bug in your distribution against packagekit-backend-zypper.
