There is a bug filed against KMyMoney (https://bugs.kde.org/show_bug.cgi?id=295972) where the user reported that with locale set for Israel, KMyMoney (which has no Hebrew translation) displays "backwards" and is corrected by launching with --reverse on command line.  The question is why isn't the --reverse automatically applied when KMyMoney is run with English, which is LTR compared to the RTL of the locale.

This was then posted to the kde-i18n-doc mailing list (http://lists.kde.org/?l=kde-i18n-doc&m=133245762828650&w=2) where it was suggested to file as a bug against kdecore/localization.

Please let me know if I can provide any more information, although I really only have what is in that bug and list message.

Does this also happen with other KDE applications, or even with pure Qt applications (VLC, SMPlayer, or qtconfig)?

Note that the original poster of the bug is using KDE on Windows with locale set to Israel, but language set to English, a bit different from my description.  He confirms that kaddressbook and korganizer also show in English but with menus RTL instead of LTR.

I just installed KDE on Windows, and was not able to reproduce the problem, so I'm waiting for more information from the original reporter of the issue.

More info - on KDE on Windows, if the Windows locale is set to israel, then all KDE apps show RTL, whether the KDE locale is Israel or USA.  Because of this, I now think this is a KDE on Windows issue, and not a KDE localization problem.  

Windows sets both the locale and the default language at the same time.  It would be interesting to see if KDE actually displays a real RTL language LTR in this case, with both Windows and KDE reversing the direction?  (I don't have any Hebrew apps installed.  Perhaps this would have to be tested with someone running KDE Windows in Arabic?

I share your fear that this might be a kde windows specific problem
