Here is a detailed description of the problem and its quick fix :

In the screenshot attachment, you can see the upper layout (english) is used when I press CTRL+"key". If I move French to the top setting, then the french layout will be used with CTRL+"key" shortcuts regardless of the actual  layout.

This is how qt is handling shorcuts. You would need to file a (whish) bug against qt - I think there was a bug filed already for that but recently I could not find it (could have been closed).
