Show notifications when a contact status changes.

KDED should just always emit them, then KNotification can filter them.
Suggest setting the default notification to nothing.

Partly depends on someone adding "per contact notifications" too.

I believe the per contact notification is very important, since through Facebook and Skype one can have many contacts. It would be good also to have this not only as per contact, but also as per contact group. May be also in an intelligent way: "Notify about contacts coming online which I have not seen online for a longer time",
