Since 4.8 KWin's user action menu and the tasks manager context menu have diverged. This should be synchronized again. Bonus points for using libtaskmanager directly though this might not be possible. If it is not possible at least a warning has to be added to both KWin's useraction code and libtaskmanager that both places have to be adjusted on changes.

Synchronise useractions menu with taskmanager

Changes the order of the useractions menu to fit the one of
taskmanager. There are still some differences:
* Taskmanager is missing Activities menu
* Taskmanager is missing Window Tabbing support
* Taskmanager is missing window settings (e.g. shortcut)
* Useractions is missing launcher support
