If one alters permissions via the kcm it changes files in /usr/share/polkit-1/actions/ which are overwritten when packages are updated, i.e. those are the wrong files to change.

Local changes should be placed into: /etc/polkit-1/localauthority/50-local.d/

This means that if users change some rule that rule has to be copied to /etc/polkit-1/localauthority/50-local.d/ with the new settings.

This KCM no longer exists in Plasma 5.
