Dolphin does this for instance, so do other image viewing applications (all the ones I've used, at least). The best example is when browsing a bunch of icon-sized images: I would like to find a particular icon and I increase the zoom level - but only the images' padding is increased, while images remain small. There is an option in settings called 'Enlarge smaller images' but it has no effect in this situation, maybe it should? Reproducible: Always

Excellent idea! In fact, so excellent, that someone seems to have implemented it since 2012. I can increase the image size in Browse mode and icon-sized images are indeed scaled up now.
