I reproduced the bug in Kubuntu 11.10 using 4.8 using Kubuntu Backports. Confirmed as far as I can tell.
Still present.

I was curious about such and old bug and indeed on Plasma 6.4.5, it is still present. The description was a bit sparse for me. This is about a widget called "Folder view", not the Folder view a.ka. Desktop:-). So to reproduce it, 1) right click on a panel>Add or Manage Widgets and add "Folder view" to panel, 2) then right click it and select Configure Folder view 3) Enter "applications:/Games/" to Custom location
