When adding todos with disabled Start time I noticed that when I edit the reminders, which had by default the "Before the todo is DUE", and don't even touch this setting it gets changed to "Before the todo is STARTED"

Reproducible: Didn't try

Steps to Reproduce:
1. Create a new todo
2. Disable the start time
3. Go to Reminder tab
4. Add a default reminder
5. Select added reminder and click Configure
6. The relative time dropboc now has only two options: Before/After the todo is due, which is fine
7. Click OK in thi dialog

Actual Results:  
The relative time changes to Before/after the todo STARTS as if the option with index was selected when all 4 options are present in the dropdown.

Expected Results:  
If start date is disabled and one of the logical remaining Before/After the todo is due is selected it sgould remain as selected.

The workaround is to again enable the Start time, correct the setting to desired one in the todo and then after saving reminder disable the Start time again.

This bug has only been reported for versions before 4.14, which have been unsupported for at least two years now. Can anyone tell if this bug still present?

If noone confirms this bug for a Framework-based version of korganizer (version 5.0 or later, as part of KDE Applications 15.08 or later), it gets closed in about three months.

Just as announced in my last comment, I close this bug. If you encounter it again in a recent version (at least 5.0 aka 15.08), please open a new one unless it already exists. Thank you for all your input.
