When I press the K button, the menu appears on top of the screen.

This is on a fresh install of kubuntu 10.10 will all the latest updates installed

I think this was a Qt 4.8.0 bug, can you check which Qt version you are using?

I have installed the proprietary ati drivers and that has solved the problem.
How can I check the qt version ?

qmake --version

But if I understand you correctly, this was a bug in the free ATI drivers?

Reinstalled fresh on the same machine and the bug dissapeared. 
output of qmake --version:
Make version 2.01a
Using Qt version 4.7.4 in /usr/lib/i386-linux-gnu

Marking as resolved. This was probably a bug in the drivers indeed
