The default color on new notes in KNotes is bright yellow, but the color of the small rich text formatting buttons is some sort of medium gray.  This makes them illegible and nearly invisible on my displays.

Reproducible: Always

Steps to Reproduce:
Start KNotes w/ default config, enable Rich Text mode, create a note and focus the window.  Observe toolbar buttons.

Actual Results:  
Medium gray buttons on medium yellow background--not terribly legible in many cases.

Expected Results:  
Preferably, color should default to the same as the default text color (black) for maximum contrast, or there should be an option to adjust the color of the toolbar buttons.

The icons are probably just too small.

May be, but I still think some contrast is needed.  Another problem is if the user configures the background color--if the foreground colors of the icons are hardcoded, there will always be a color selection that will render them invisible.  This is why I suggested making them match the configured text foreground color (which the user would presumably set to something readable).  Alternatively, outlining the shapes of the icons with a contrasting color border should make them visible enough regardless of background color even if the colors on the icon graphics must use set colors that cannot be easily changed on the fly.

Unfortunately, I stopped using KDE years ago and don't have a convenient way to test the latest version. The best I can do is quickly test the version available in Ubuntu Xenial, and in that one the icon visibility seems fine (though the white note resizing grabber in the corner is almost invisible against the default yellow background; but since window resizing is a common desktop paradigm and it seems to behave as expected here, that's less of an issue).

Just discovered these rich-text buttons, and wanted to suggest exactly this:

Text color is not configurable anymore, so I am not sure whether I am talking about the same note widget. So I made a screenshot. If yes, I would like to confirm this bug.

That's Plasma's notes applet though, totally unrelated to knotes.

Please file a new bug report against plasmashell.
