Created attachment 68531 [details] Plasma panel below desktop bean Version: unspecified (using KDE 4.8.0) OS: Linux The plasma panel is often misplaced when it should be at the top edge of the screen. For example, when plasma crashes and gets restarted while yakuake is open, it will be put below yakuake (i.e. not behind, but really at e.g. 70% screen height). Or today it appears that the plasma panel was started after the plasma desktop (just guessing), so that the panel was put below the desktop bean (see screenshot). Reproducible: Didn't try Steps to Reproduce: Put the plasma panel at the top screen edge and get it to start later than usual. E.g. by crashing and restarting plasma, or by using luck. Expected Results: The plasma panel should always be fixed to the top edge, no matter when it is started or what other applications are running.

P.S: The plasma panel can be edited and moved back to the top screen edge, but then the desktop been will be hidden behind it. (Separate bug?)
