Changing status to needinfo
Same here. I'm trying to to switch layout with Ctrl+Alt+K, Alt+Shift, clicking on widget, selecting keyboard in widget menu or manually removing current layout from KDE settings... none of this does anything setxkbmap us works fine

I have the same problem. "setxkbmap in" works fine to change the layout to Indian, but the plasma layout indicator applet doesn't do anything. I tracked the problem to this error: plasma-desktop(2259) LayoutsMenu::switchToLayout: switchToLayout with unknown layout "in" in .cache/upstart/startkde.log [~/.xsession-errors in other distros.] The keyboard shortcut doesn't do anything (no error is produced either.) This looks different from Bug 295438. The same thing happens with other layouts. [I tried Russian.] I am using KDE 4.13.3 on Kubuntu 14.04. I lost my layout last night and don't have systray icon anymore. That setxkbmap fi worked fine here too.
I've just tested this issue and I can change to the Latvian(lv) layout. Can you please test and confirm if this issue is still occurring or if this bug report can be marked as resolved.
