I have been using KDE 4.8B2 from the Kubuntu beta repository.  Yesterday an upgrade to the X server came down, and since then, when I log in, the taskbar sometimes doesn't show open applications.  It *does* however show entries for open widgets.  (Eg, when you try to take a screenshot or if you try to configure the taskbar itself.)

Also, if you open the activities manager, no activities are shown.  (I have 4 defined, but as shown in the screenshot, nothing shows up.)

Restarting plasma-desktop fixes this problem.

Given the definitions, this is a NOR bug, but not really - 4.8 cannot be released with this as it renders the desktop unusable (because you can't fish up a closed application window.)

Applications are not shown in the taskbar

They should be shown.

I am running KDE 4.8.97 (KDE 4.8 RC2).  Some sort of x update came in yesterday: here is the version.

I have the same issue with 4.8.0 on my Gentoo ~AMD64. Only difference - killing and restarting plasma-desktop sometimes doesn't work at all, as plasma-desktop gets stuck in:
