Actual Results: ... then the delimiter has the same alignment, because it is wrapped into the same <p>. Expected Results: It should rather be unaligned, so it always appears on the left side for LTR languages.

Actually the engine should make sure that the %TEXT placeholder in the template doesn't only start a new part for the forwarded message but also closes it before any other text is added. So there should be: </p></body></html> --nextPart5046485.7ExqpUvGYG-- before anything else is added.
What is your template for forward ? Because by default it work fine.
