Set-up of panel as wanted however system load viewer takes to much space

Version:           unspecified (using KDE 4.7.2) 
OS:                Linux

I have made a new install from the openSUSE 12.1 DVD and selected KDE desktop.

I have moved the panel to the top of the display, deleted the task mamager from it and created a separate panel at the bottom of the display and added the task manager there. I added a couple of icons to the panel for applications and some widgets especially system load viewer. I like to group the icons for system related activities at the left side of the panel, followed by the pager, followed by the group of icons for user activities, followed by a small spacer and than the system tray and the digital clock at the right side of the panel.

Unfortunately this set up is not stable so the icon positions changed often after a shutdown/start cycle, the behavior of the spacer and system load viewer is unpredictable and the behavior during the set up of this panel is not consistent.

The system load viewer takes sometimes half of the panel for display and adding the spacer can sometimes correct this situation or just the reverse causes this situation.

During the set up of this panel I noticed the following:
Adding icons to the panel via the application launcher works fine.
Adding widget icons to the panel does not work fine, especially the system load viewer (seize problem, big icons and low height panel)
During the sorting and repositioning of the icons I noticed that if you move the icon completely to the left side of the panel and than to its wanted position the system creates a place for the icon, depending on the cursor/icon position. That is fine behavior as it was consistent, does not always happen or the created place is to small e.g Pager.

I have to spend nearly every day some time to reset the panel after the daily shutdown/ restart cycle. It is really frustrating

Steps to Reproduce:
Make the settings as described above and as shown in the attachment, notice the problems and do a shutdown/restart cycle

Actual Results:  
Problems during the set up and set up is distorted after shutdown/restart cycle

Expected Results:  
Less problems during set up and that the setup stays unchanged after shutdown/restart cycle

you can use spacers to "shove" things to the sides and to produce the result in the second shot.

In which version is this problem resolved?

I used the spacer to keep the left part separate from the right part. The problem with the system load viewer breaks this solution.
