Even when the system is idle, pressing a keyboard hotkey that is a shortcut is sometimes delayed by up to 10/20 seconds.

Reproducible: Sometimes

Steps to Reproduce:
It is not 100% reproducible, but tends to happen if no shortcut keys have been pressed for a while.

It might be because of your hardware. The information you have given is not enough. It'll be good to post some hardware specifications.

8GB of ram, quad core cpu at 2.6Ghtz, 460GT Nvidia. Everything else is running smoothly when this happens.

Which exact shortcut is it? Do you mean Global shortcuts or application specific ones or is it self defined?

Global, such as volume control.

I'm experiencing exactly this bug, but it has not "stopped happening" for me.  The delays are intermittent.  Most of the time, there is no delay.  But several times a day all global shortcuts are delayed for 5-30 seconds, or a little longer, even though the system is under no load.  This applies both to volume changing shortcuts and to custom shortcuts for launching applications.

During the time when global shortcuts are delayed, I can go to the panel menu and launch the same programs with zero delay.  Usually at the end of the delay period, all of the shortcuts I pressed will arrive in a sudden burst, opening a bunch of windows and displaying every volume change all at once.

(My system is a T400 with Intel graphics.  Nothing obvious in common with the original poster's hardware.)

As a heavy shortcut user this is important to me, so let me know if there is any other information I can provide.

I have the same symptoms as rorzik. For example I heavily use custom shortcuts to open konsole windows. During the time when these shortcuts are delayed, I can push Alt-F2, type konsole, press <enter> and a konsole window appears instantly. Several seconds later the konsole windows started with custom shortcuts will launch.
System is a Lenovo T510 with nvidia graphics. No heavy load.

What's really weird is that it only seems to happen for certain shortcuts for me. Even though it was global shortcuts that were delayed last time for me, the most recent time this happened, it was application specific shortcuts that were delayed; some shortcuts that control a program will get delayed, but in the meantime, volume control will still work while waiting for the other shortcuts to go through.
