In the preferred languages interface, you have to use up and down arrow buttons to change the priority level languages.  You should be able to drag and
drop languages in the list to change their priority.

Reproducible: Always

Steps to Reproduce:
1. Make sure you have more than one language installed
2. Open the locale kcm module
3. Click on "Country/Region & Language"
4. Click on the "languages" tab
5. Put more than one language in the "Preferred languages" list
6. Click and drag a language in the "Preferred Languages" list

Actual Results:  
It changes the selection to another language

Expected Results:  
The language you clicked and dragged changes its position in the list

The Language settings were rewritten for 5.13. DND is still not there but will come in 5.14.
