Kget will not obey the download limits I set, either globally or for a group.  It uses all the bandwidth available to it.

Reproducible: Always

Steps to Reproduce:
Set global and group download limits (in my case, to 40 kb/s).  Start a download with Kget.

Actual Results:  
Kget downloads at the full bandwidth available to it (90 kb/s in my case).  If other applications are using the internet as well, or other people are on the same network, it is of course slower, but only as slow as it would normally have been.

Expected Results:  
Should have limited download speed to the limits set by the user.

OS: Linux (x86_64) release 3.1.1-1-ARCH
