According to the rules of Colemak here: http://colemak.com/wiki/index.php?title=Multilingual#Polish_.28Polski.29, it should be 'ś' when you first click alt+'t' and then 'c'.

Reproducible: Always

Steps to Reproduce:
first click alt+'t' and then 'c' while using colemak keyboard layout

Actual Results:  
'ç'

Expected Results:  
'ć'

The keyboard layouts are part of the xorg package. Please report this issue to xorg developers via https://bugs.freedesktop.org/
