After updating a package including an application, Apper offers to let you run the newly installed application.

This should only happen for installs, not updates.

Well if the update triggers a package install then it's a new software that's how it decides it's a new application.

Closing as won't fix since I think it's the way it should be, if you have an use case where this doesn't make sense please tell me.
