Version:           3.5 (using KDE 4.6.5) 
OS:                Linux

For e.g. you have set a sysctl parameter which's not the default; the init scripts set these parameters and they are set (as checked from the TTYs).

All is well even after kdm starts, but as soon as a user logs in, all the parameter reset to default value.

this may be a PAM module or a startup script in your kdm configuration. upstream kdm definitely doesn't do anything like that intentionally, and a bug which does *that* seems *extremely* unlikely (re-open if you have evidence to the contrary).
