Version: unspecified OS: Linux right click the clock, then select digital clock settings, and the menu that comes up does not have any options to change the clock format settings (ie 12 or 24 hr, or include the seconds). Those are settings for the display of the digital clock, so they should show up in "digital clock settings" menu. Has some similarities with bug 278200 (concerning the date format). But there should at least be a good visible button to open systemsettings.
I would add that this functionality can be enabled by changing the global KDE settings (Locale -> Date & Time) but (i) one needs to restart KDE for them to take effect, and (ii) i think there should be a way to use different per-application settings, if so desired.

"already exists (the wrench button)" You mean the one that is next to date format? Why would a user who wants to change the clock/time format select a wrench button that is next to "date format"? That should be relabelled. Also, clicking that brings up the settings window on the wrong tab. It should start on date and time, not on language.
