Currently, newly started applications start up behind the activity view. This requires using Peek to switch to them after launch and makes it non-obvious anything actually happened.

Reproducible: Didn't try

Steps to Reproduce:
Start any application from the Launcher


Expected Results:  
Started application should appear in focus, full scree upon launching.
