1) Create an image with the resolution different from your screen resolution
2) Set some fixed zoom level, e.g. 30%
3) Toggle "Use same aspect as pixels" button

The image on a screen doesn't change, though it should be rezoom'ed.

4) Set zoom level to e.g. 31%

The image is rezoom'ed taking the toggled button into account.

In general, we have a problem updating when the zoomlevel changes. I have a set of patches by Tanmaya Mahapatra that implement ctrl-0 for zoom to 100%, and that's broken as well.
