You cannot have different numbers of virtual desktops per activity.

Reproducible: Always

Steps to Reproduce:
Create a new virtual desktop while using any activity.

Actual Results:  
A new virtual desktop is added to every activity.

Expected Results:  
The new virtual desktop is only created for the activity you are working with.
