It should be possible for a user to define his or her own keyboard layout rather than being restricted to the set already provided in Kcontrol.  That would enable customized mappings particularly useful for the Windows keys.  Clearly the keyboard definition feature already exists; what I'm asking is that it be exposed so that ordinary users can make use of it.
