In end user mode packages that has been selected before checking "include debug packages" will not have debug packages installed.
You need to reselect the related package after checking "include debug packages"

This works for me. Can you try to install into a completely new location again? You must have checked the "include debug packages" option and have selected the msvc2010 compiler for it. If the problem persists, please give us a list of pdb files that do get installed.

It does not repo if I select the install debug binaries first... However I still think it is a bug. It is confusing and there is no information provided to the user that they need to reselect(unselect and then select again) the packages to get symbols because they have clicked install debug packages. Also the option is at the bottom of the page and most likely the user will navigate the page from top to bottom(which is how I performed the install), meaning they will select the option last. Lastly I don't understand the flow for how a user who wants to file a bug report, and needs to add symbols to his install would occur. I would suggest that clicking this option downloads symbols for all packages that were installed and will be installed in the future.

On a separate less interesting user situation - The button is automatically checked if I want to add another package to an existing install and I can't uncheck it, making it suggest to me that the option is all or nothing. And I feel that the option should be all or nothing, but this comes with the burden of downloading symbols for packages I have already installed.
