The selector in the "platform" section of systemsettings is grayed out, not allowing plasma shell to be selected to replace explorer.  In addition the settings in "workspace behavior" are grayed out except for the one about showing tips.

Reproducible: Always

Steps to Reproduce:
Open systemsettings and try to set the shell or change the workspace type to netbook or desktop.

Actual Results:  
the settings are unavailable

Expected Results:  
it should be possible to change these settings

The binary for plasma exists and will in fact run if launched through explorer.  Unfortunately this also leaves explorer and the explorer desktop running.

The code for that exists already, but it is disabled due to unusability of plasma. If somebody invests enough time into fixing plasma on windows, this might get reenabled.
