By default, the Face Recognition component places people tags under a root tag called "People".
Of course you can use your existing tags but newly created tags in the face recognition interface or simply the "Unknown" person tag always en up under "People"

If the user already has a hierarchy of Tags to address people (say "Personnes") the user should be able to specify so in the preferences and the software should now use this tag as the root for faces.

Steps to Reproduce:
Use Face Recognition

Actual Results:  
Tags created under People (including Unknown)

Expected Results:  
Tags created under a user defined Tag

I agree that the tag should not be hardcoded. Btw, it should be translated, so in French it should be something like Personnes, not "People".

What should work: move all your Person tags under your intended hierarchy and delete the "People" tag. Then a heuristic should kick in and pick this toplevel tag instead. May be I never tested that.

Yes, it is a duplicate and the method described by Marcel works, is also explained in bug 395501.
