How to reproduce:
1.- Create a couple layers.
2.- Paint on one of them.
3.- Block it.
4.- Try to use ctrl + click (the default hotkey for the color picker tool) to select a color in the layer, you will be unable to.
5.- Try to directly select the color picker tool and then pick a color from the blocked layer: you will be able to.

Expected result:
Step (4) results in a color being picked.

Fixed by new interaction framework.
