Similar to the problem described in #279018, the Citylights theme looks incorrect for map themes such as OSM. The reasons behind the problem are incompatible 1) projection and 2) tile layout.

Reproducible: Always

Steps to Reproduce:
Activate View->Sun Control->Sun Shading->Night Map.

Actual Results:  
The Citylights vs. the sunny regions don't follow the shape of a "wave".

Expected Results:  
The Citylights vs. the sunny regions should follow the shape of a "wave".
