This is a bug that falls in the category "annoying". The menubar can be shown by pressing "CTRL + m". I do have a few issues with that. On Windows the menubar is shown when you press ALT. The CTRL + m is completely hidden from any right mouse button context menus thus the user has no clue where his menubar went to in some applications in KDE 4.7. I would propose to make the menubar popup with just pressing ALT (as well as CTRL + m)  and to also show it in right mouse button context menu when the menubar is hidden.

This is a feature request -> wishlist

KWin is not responsible for content inside clients -> reassign to most matching component
