Version:           unspecified (using KDE 4.6.4) 
OS:                Linux

If you open panel preferences and try to drag and drop the panel by dragging the window bar area, a second window bar appears above the panel (see screenshot).
This redundant window bar cannot be removed unless you remove the whole panel.
However, after rebooting the system the second window bar appears again.

Reproducible: Didn't try

Steps to Reproduce:
Open panel preferences and try to drag and drop the panel by dragging the window bar area.

Actual Results:  
A second window bar appears above the panel.

Expected Results:  
Nothing should happen as drag and drop of panel is not possible.

Trying to drag and drop the panel is popular behaviour among ex windows users, as dragging and dropping the panel to the side or the upper brink is possible there.

Hello!

This bug report was filed for KDE Plasma 4, which reached end-of-support status in August 2015. KDE Plasma 5's desktop shell has been almost completely rewritten for better performance and usability, so it is likely that this bug is already resolved in Plasma 5.
