Version:           4.6 (using KDE 4.6.3) 
OS:                Linux

For some reason ever since the upgrade to 11.04 the global keyboard shortcuts (e.g. logout: Ctrl+Alt+L, increase volume: Fn + Inc. Volume Btn, shutdown: Ctrl+Alt+Esc, ...) have stopped working with the german neo2 keyboard layout. Switching back to german/no acute keys keyboard layout "fixes" this issue.
I've already deleted my .kde folder.

Reproducible: Always

Steps to Reproduce:
Open systemsettings->input devices->keyboard & add and select German/Neo 2 as a keyboard layout.

Actual Results:  
Global keyboard shortcuts not working (none of them as far as I can tell).

Expected Results:  
Keyboard shortcuts should be working.

I just tried it in OpenSuse Tumbleweed and Fedora 15 and could not reproduce the problem.

Could you please provide your .kxkbrc file and the version of xkeyboard-config ?

I just observed the same behavior here at my German KDE environment (QWERTZ vs. Dvorak II).

KDE 4.6.2
Kubuntu 11.4

As it seems, this bug's pretty old and is seen as feature by some (see 154212 or 197552). Although as feature you should imho get the chance to switch it off.

An easy workaround (that works here) is to change the order of the selected layouts in the configuration application (system control --> input devices), so that the one you would like to use for your shortcuts is the first one on the list.

Still this is not a solution.

This is not a keyboard layout switcher problem, reassigning.

There is the additional problem that the key combinations needed to enter control characters in konsole *do* move with the layout, while the shortcuts do not. This can make it impossible to enter some control characters (like CTRL-]) in some layouts.
Alternatively you can change short-cuts so that they do not collide with any important control characters in any of the used layouts. But this severely limits the keys you can use for short-cuts at all.

oh im sry what i meant to say is:
a strg f (the o key on the keyboard) is now always a strg f (and not a strg o) but only if neo is the second layout. I thougt this improvement as a fix but it does not target this bug directly :(

This bug applies to KDE 4. In KDE 5 (Plasma 5) global shortcuts are handled differently and as there was no communications on this ticket in 9 years, it is likely not relevant any more.
