Its a wish. The idea here is make easier the file transfer process.

Sometimes you don't want start a new chat with a friend to send him or her a file. The only thing you want to do os drag a file from file manager to the contact in the contact list.

Reproducible: Didn't try

Steps to Reproduce:
Open kopete and log in. Open the file manager.
Choose a file in FM.
Choose a contact in contact list.
Drag a file into it.

Dear user, unfortunately Kopete is no longer maintained.

Please migrate to another solution, e.g. for Jabber a possibility is Kaidan, for Matrix a candidate is NeoChat.
