When connecting to an SSH host for whom the RSA Key Fingerprint has changed (rebuilt server) the user has the option of selecting Yes or No. If the user selects No then Kate asks again in a few seconds. Ad infinitum.

Thats more likely a kio fish ssh ioslave issue.

+1 for this.

Additionally, I never get any dialog when connecting to a host-key-changed server via Dolphin, just that Dolphin "fails to connect to server". Dolphin should at least report the error as dialog box and ideally provide options to user to fix the issue.
