I want to have activities without panel, as well as activities with panel. That does not work. When I add a panel to one activity, it pops up on all.

This is very annoying, since I live a life without panels. I prefer desktops and dashboard. Though I want one activity with panel, if only for someone else who is used to it.
I attach my normal desktop without panel to show that I don't need one. And I don't want one, simply because another activity happens to have one.

Reproducible: Always

Steps to Reproduce:
Add/remove panel to/from any activity.

Actual Results:  
It will be added/removed from all.

Expected Results:  
Panels are specific to activities.

One might even want to have different panels for different activities. I can imagine, some will prefer that.
