It seems that the auto-connection of my openvpn configuration does not work. In particular not after resuming the laptop from sleep. I need to manually connect it every time. Can't say right now wether this is different when freshly booting the machine. 

This is a user-configuration and it works just fine when triggered manually. The tcp/ip network itself is wireless and is auto-connecting after a resume from sleep.

It is the NetworkManager daemon that triggers the connection start if auto-connect is configured. The NM clients (Plasma NM and nm-applet) just save the configuration.
