The scan for anti virus software checks if the scanner application can be executed. On Windows this does not work because Anti Virus Software (at least ClamAV) does not put it's installation location into the PATH environment variable.

The Anti Virus wizard needs more sophisticated Anti Virus Software detection on Windows using the Windows Registry for example.

Workaround is to put the Anti Virus software in PATH.
