Test case:
- Create user a and b
- Log into user a
- Load an app as user b:
$ su - b
password:
- Launch systemsettings and change the widget style to e.g. Cleanlooks
- Clicking apply, nothing changes, systemsettings is still using the default widget style (Oxygen as per upstream default)

Of course, closing and re-launching systemsettings doesn't have an effect. I've checked widgetStyle key is being written correctly to kdeglobals/General, but it has no effect.

Exporting:
export KDE_FULL_SESSION=true

makes the style settings take for apps launched as user b.

This looks like it's related to bug 267770 (from which I got the tip about exporting KDE_FULL_SESSION=true in https://bugs.kde.org/show_bug.cgi?id=267770#c10).
