Panels' shadows are treated by KWin like all other windows thus influenting windows':
1) snapping - while moving a window it snaps to the shadow first and then to the panel
2) placement - tested with placement option set to Smart - windows open themselves at the edge of the shadow, not the panel.


Reproducible: Always

Steps to Reproduce:
1) enable snapping (default), snap windows to the panel and its shadow.
2) set placement option to Smart, add a panel on the left edge of the screen, close all windows, open an unmaximized window.


Actual Results:  
1) while moving a window it snaps to the shadow first and then to the panel
2) windows open themselves at the edge of the shadow, not the panel

Expected Results:  
1) while moving a window it should snap to the the panel only
2) windows should open themselves at edge of the panel

this does not work as you think, and therefore your workaround wish would fail in this context as well.
see last comment on the dupe.
