Version:           1.13.6 (using KDE 4.6.0) 
OS:                Linux

KMail converts extended characters encoded as UTF-8 in mailto URI to question marks.

Reproducible: Always

Steps to Reproduce:
  1. { kioclient exec 'mailto:na%C3%AFve%20operator%20%3Cuser@example.com%3E'; }

Actual Results:  
  1. KMail creates a message to "na?ve operator" <user@example.com>

Expected Results:  
  1. Let KMail create a message to "naïve operator" <user@example.com>

OS: Linux (x86_64) release 2.6.37.1-1.2-desktop

Fixed in KMail2. The composer displays the expected name.

KMail2 is a separate product, so what happens in KMail2 is irrelevant.
